Universal Submits First Plans for UK Theme Park Approval

Universal has taken a major step forward in its plans to build a large-scale theme park in Bedfordshire, submitting a formal request for planning approval to the UK government.
In a recent announcement, the company confirmed it has filed a request with the Ministry of Housing, Communities and Local Government (MHCLG) to obtain consent through a Special Development Order (SDO) — a fast-track process often used for nationally significant projects.
The submission outlines environmental considerations, site design, accessibility plans, and development objectives. If approved, the site would become a full-scale "entertainment resort complex" that includes a flagship theme park with multiple immersive zones, hotel accommodations, and a wide selection of shopping, dining, and entertainment offerings.
Universal acquired the 476-acre site in Bedford in December 2023, later finalizing a multibillion-pound investment deal in April to bring the project to life.
In its latest statement, Universal highlighted the project's potential economic impact, estimating nearly £50 billion in benefits to the UK economy and the creation of approximately 28,000 jobs.
Alongside the theme park, the proposal also includes significant upgrades to local infrastructure. Plans involve expanding the Wixams railway station, adding new slip roads to the A421, and other road improvements to ease access and support future visitor traffic.
